New high school graduates are likely to join the already swelling flock of job seekers to Batam, as officials consider ways to address the high unemployment rate on the land-starved island.

According to the Batam Manpower Office, the number of unemployed job seekers, who are given yellow cards by the government while looking for work, stood at 17,016 as of June this year.

The office expects the number of yellow card holders to rise further in July, when senior high school graduates from other provinces arrive to Batam to seek work.

The Riau Islands' chapter of the Indonesian Employers' Association (Apindo) recorded 180,000 unemployed people in 2007, compared to 150,000 the previous year, which it attributed to the large number of company closures in Batam.

Head of the Batam Manpower Office Rudy Syakyakirti told The Jakarta Post Monday his office had predicted Batam would become a magnet for job seekers, thanks to its appointment as a special economic zone. The zoning grants companies and investors favorable conditions to boost economic growth.

Job seekers from other provinces usually arrive in Batam in droves after the Idul Fitri and Christmas holidays as well as following the announcement of national examination results.

Their exact numbers are unknown, but the manpower office said it issued an average of 5,000 yellow cards per year.

"The current unemployment rate is still high, but job seekers from other provinces continue to arrive," Rudy said.

To alleviate the problem, the local manpower office has organized job exhibitions on an annual basis.

The employment exhibition, held every August, puts employers in touch with job seekers directly, with an aim to have 5,000 job seekers employed by the companies.

The Batam municipality has been organizing the manpower exhibitions since 2004, setting aside Rp 300 million (US$33,000) from its annual budget for the event.

Chairman of commission II on economic affairs at the municipal council, Bastoni Solihin, advised the municipality to revise a local law on population control due to its ineffectiveness in curbing the number of newcomers seeking work in Batam.

"The ordinance has not been implemented well at the points of entry, so much so that newcomers from other provinces can enter Batam easily," Bastoni said.

The soaring unemployment rate in Batam could undermine security and public order, especially when most job seekers come from outside Batam, he said.

"We also know that sources of clean water, electricity and land are very limited in Batam, so its population must be limited. However, after seeing the waves of newcomers, the grip on population control appears to have been lost."

Batam Mayor Ahmad Dahlan has stated that the ideal number of inhabitants in Batam should total around 1 million, given the limited land, clean water and other facilities. Its population stands at 750,000 currently.
